2. General principles

ECLIR applies a data-minimisation approach. The website is designed to limit the collection of personal data to information required for its operation, infrastructure security and the handling of requests submitted to ECLIR.

ECLIR does not currently use advertising profiling or behavioural tracking tools for commercial purposes.

3. Contact form

When a person uses the website contact form, the following data may be processed:

• name;
• email address;
• subject of the message;
• content of the message;
• technical information strictly necessary to secure the form.

These data are provided directly by the person concerned. Processing is carried out to receive, manage and respond to the request and to protect the form against abusive or automated use.

Information submitted through the contact form is not stored as permanent content in the website’s WordPress database. It is transmitted to ECLIR’s institutional email address.

4. Legal basis

Depending on the nature of the request, processing through the contact form is based on ECLIR’s legitimate interest in managing its institutional communications and responding to enquiries, or on steps taken at the request of the data subject prior to entering into a contract where the enquiry concerns a potential cooperation, service or contractual relationship.

5. Technical and security data

Certain technical data may be processed temporarily to ensure the security and proper operation of the website, in particular to limit automated or abusive submissions.

The current form-protection mechanism may temporarily use the visitor’s IP address to apply a short-term rate limit. Such information is not used for advertising or profiling purposes.

The hosting provider may also process connection data and technical logs in connection with the operation and security of its infrastructure and in accordance with its own legal and contractual obligations.

6. Recipients

Personal data are accessible only to authorised persons within ECLIR who require access in order to handle the relevant request. Technical service providers may receive certain data where necessary for hosting, operation, maintenance or security of the website.

The website is hosted by OVH SAS, 2 rue Kellermann, 59100 Roubaix, France.

7. Retention

Data contained in contact requests are retained for the period necessary to handle the request and, where justified, for an additional reasonable period required to follow up correspondence, comply with legal obligations or protect ECLIR’s rights. The actual retention period may therefore depend on the nature of the correspondence.

Technical data used solely for immediate form protection are retained only for the limited period required for that purpose.

8. Cookies and tracking technologies

In its current configuration, eclir.eu does not use advertising trackers or technologies designed to track visitors for commercial profiling purposes.

Cookies or other technical mechanisms strictly necessary for the operation, security or administration of the website may nevertheless be used. The aggregate website statistics described below do not use tracking cookies or visitor identifiers.

If ECLIR later introduces third-party audience-measurement tools, embedded content or other tracking technologies requiring consent, this Privacy Policy will be updated and an appropriate consent mechanism will be introduced where required by law.

9. Aggregate website statistics

ECLIR records limited aggregate page-view statistics in order to understand whether the website is being used and which public pages are consulted.

No tracking cookies, visitor identifiers or IP addresses are stored for this purpose. The visitor’s IP address may be processed transiently on the server to determine an approximate country. Only the resulting country code is retained in aggregate statistics. This country lookup is performed locally using the DB-IP Country Lite database; the IP address is not sent to DB-IP for lookup.

Country information is approximate and may be affected by VPNs, proxies or institutional network routing.

Country geolocation data are provided by DB-IP.com under the Creative Commons Attribution 4.0 International licence.

10. Newsletter

No newsletter subscription service is currently active on the website.

If a newsletter service is activated in the future, the relevant processing conditions, including its purpose, legal basis, retention period, confirmation procedure and unsubscribe mechanism, will be specified before activation.

11. Social networks and external links

The website may contain links to ECLIR’s institutional accounts on third-party platforms. Displaying a standard external link does not, by itself, intentionally transmit personal data to the relevant platform on behalf of ECLIR.

Where a visitor chooses to follow such a link, the processing of personal data is also governed by the terms and privacy policies of the relevant third-party operator.

12. Data-subject rights

Under the General Data Protection Regulation and applicable French data-protection law, individuals may, subject to the conditions laid down by law, exercise in particular:

• the right of access;
• the right to rectification;
• the right to erasure;
• the right to restriction of processing;
• the right to object;
• the right to data portability where applicable.

Requests concerning the processing of personal data by ECLIR may be sent to contact@eclir.eu. Proof of identity may be requested only where necessary to verify the identity of the person exercising the relevant rights.

13. Complaints

Individuals who consider that the processing of their personal data does not comply with applicable data-protection law may lodge a complaint with the French supervisory authority, the Commission nationale de l’informatique et des libertés (CNIL).

14. Changes to this Privacy Policy

This Privacy Policy may be amended to reflect changes to the website, the processing activities carried out by ECLIR, or applicable legal and regulatory requirements.
